The Textiles Monitoring Body has received a further notification from Turkey pursuant to Article 2. Chairman,
With reference to your letter of 18 December 2002 on the methodology used for the calculation of growth rates, I was instructed by my government to inform the TMB that the growth rates were calculated by the following methodology:
Growth rates in 2001 = Base growth rate x 1. 25
Base growth rates is the agreed 1994 growth rate (G/TMB/N/422/Add. Thus, in most cases applied (published) quota levels are higher than calculated levels and this results in a difference between the Turkish methodology and growth rate calculated according to published quota level. András Szepesi

"The TMB observed that, in the absence of a further communication from Turkey which could question the relevance of the documentation provided by China and/or the appropriateness of the quota levels contained therein, it would have to consider that the growth rates applied on 10 December 2001 to the quantitative restrictions maintained by Turkey on imports from China of the products covered by the ATC, should be those resulting from calculations based on the documents provided by China in G/TMB/N/447/Add. 5Page 2
