Application Of Procedures Under Article XXI

Informal Note by the Secretariat


This Note has been prepared upon request by the Committee on Specific Commitments with a view to providing background information in the context of the review of procedures under Article XXI, pursuant to paragraph 24 of S/L/80 (Procedures for the Implementation of Article XXI of the General Agreement on Trade In Services (GATS)) and paragraph 5 of S/L/84 (Procedures for the Certification of Rectifications or Improvements to Schedules of Specific Commitments). This factual Note is based on publicly available information. It provides a statistical account of the application of the procedures to date and consists of two parts. Part I describes the application of the Procedures for the Implementation of Article XXI (S/L/80) since their adoption by the Council for Trade in Services in July 1999. Negotiating Group on Movement of Natural Persons

NOTE ON THE MEETING OF 28 JULY 1995

The negotiating Group on Movement of Natural Persons held its ninth and final meeting under the Chairmanship of Ambassador Bautista of the Philippines.

Under the first agenda item, Adoption of the final revised schedules related to movement of natural persons, the Chairperson reported that six revised schedules had been submitted and were to be annexed to the Protocol.
Following verification the Protocol would be open for signature and the Secretariat would indicate in due course the logistical arrangements for signature.
Finally, before closing proceedings, the Chairperson thanked delegations for their concerted efforts since the end of the Uruguay Round in achieving a positive outcome.

The European Communities and its Member States hereby present the consolidated schedule of specific commitments and the consolidated list of the Article II MFN exemptions of the European Communities and its Member States, resulting from the enlargement of the European Communities to include Austria, Finland and Sweden.

The attached consolidated schedule of specific commitments replaces the following documents:
