INTRODUCTION
On 13 June 1993, the Government of the Kingdom of Saudi Arabia (hereinafter referred to as Saudi Arabia) requested accession to the General Agreement on Tariffs and Trade (GATT 1947). At its meeting on 21 July 1993, the GATT 1947 Council of Representatives established a Working Party to examine the application of the Government of Saudi Arabia to accede to the General Agreement under Article XXXIII, and to submit to the Council recommendations which may included a draft Protocol of Accession. TRADE and investment regime
The Institutional Framework
The Kingdom of Saudi Arabia is a monarchy. The Government is headed by the King, who is also the commander in chief of the military. The King governs with the help of the Council of Ministers (Cabinet). The Council of Ministers is headed by the King who also holds the post of Prime Minister. The Council of Ministers exercises both executive and legislative powers, the latter with the assistance of the Consultative Council (Majlis Al-Shura). The Council of Ministers is also responsible for the internal, external, financial, economic, education, and defence policies, as well as the general affairs of the State. There are no political parties or national elections, although municipal elections were held in 2005 and 2011.
The judicial system of Saudi Arabia is based on Shariaa (Islamic law) and the Basic Law of Governance. At the top of the judicial system is the King. The independence of the judiciary and judges is protect

I am very pleased to extend greetings on behalf of the Kingdom of Saudi Arabia to all participants in the Eighth WTO Ministerial Conference. Mr Chairman, I would like to congratulate and thank you for organizing this event, and to express my gratitude to our hosts, the Government of the Swiss Confederation and the Canton of Geneva.
First and foremost, I want to emphasize that the Kingdom of Saudi Arabia believes that free trade is essential for global prosperity. On our part, we have maintained and implemented an opentrade, antiprotectionist policy and wish all countries to do the same, we have refrained from imposing trade restrictions during challenging econo

Minister of Commerce and Industry
It is with great pleasure that I extend greetings on behalf of the Kingdom of Saudi Arabia to all participants in the Seventh WTO Ministerial Conference. Let me congratulate you Mr Chairman, and express gratitude to our hosts, the Government of the Swiss Confederation and the Canton of Geneva.
Saudi Arabia has historically been a free-trading nation, and in our accession we undertook substantial commitments on trade in goods and services. If similar commitments were made under the Doha Development Agenda, this would provide a good basis for success in the Round. We hope other Members will consider making such commitments.

Investment Incentives under the National Industries Protection and Encouragement Regulations
According to the OECD, Saudi Arabia provides certain investment incentives for industrial projects under the National Industries Protection and Encouragement Regulations. A number of the incentives described by the OECD appear to constitute subsidies under Article 1.1 of the SCM Agreement, including:
Income tax holiday.
Exemption from customs duties.
Government-provided land at reduced rates.
Low electricity and water rates.
