「特定承諾委員會」係服務貿易理事會依據服務貿易總協定第三篇特定承諾 (第十六條市場開放、第十七條國民待遇、第十八條額外承諾) 之規定，於1995年4月設立。特定承諾委員會的工作在於檢定特定承諾表之修正及改進。2001年3月22日，該委員會重新修定服務貿易總協定下，規劃特定承諾表的指導方針，服務貿易理事會並於2001年3月23日採用。特定承諾委員會另一的工作為服務貿易部門的分類。
