REPORT OF THE WORKING PARTY ON THE ACCESSION OF the kingdom of nepal to the world trade organization
Introduction
At its meeting on 21-22 June 1989, the Council of Representatives established the Working Party to examine the application of His Majesty's Government of Nepal (HMG/N) for accession to the General Agreement on Tariffs and Trade (GATT 1947) under Article XXXIII, and to submit to the Council recommendations which might include a draft Protocol of Accession. In a communication dated 17 February 1997, HMG/N applied for accession to the World Trade Organization (WTO). Having regard to the decision adopted by the General Council on 31 January 1995 (WT/GC/M/1), the existing Working Party on the Accession of Nepal to the GATT 1947 continued as a WTO Accession Working Party with the mandate to examine the application of HMG/N to accede to

Statements
At the meeting of the Working Party held on 15 August 2003, with reference to paragraph 134 of the Draft Working Party Report circulated in document WT/ACC/SPEC/NPL/5/Rev.2, the representative of Brazil stated that this paragraph in no way affected the right of Nepal, or for that matter any developing country and LDC, with respect to the provisions of the Doha Declaration on the TRIPS Agreement and Public Health ( WT/MIN(01)/DEC/2 ). The representatives of India and Malaysia associated their delegations with this statement.

DRAFT REPORT OF THE WORKING PARTY ON THE ACCESSION OF the kingdom of nepal to the world trade organization
Introduction
The Government of the Kingdom of Nepal applied for accession to the World Trade Organization in December 1995. Having regard to the decision adopted by the General Council on 31 January 1995, the existing Working Party on the Accession of Nepal to the GATT 1947 continued as a WTO accession Working Party with the mandate to examine the application of the Government of Nepal to accede to the World Trade Organization under Article XII, and to submit to the General Council recommendations which may include a draft Protocol of Accession. The terms of reference and the membership of the Working Party are reproduced in document WT/ACC/NPL/4/Rev.7.
