Introduction
The 1994 Ministerial Declaration that heralded the successful completion of the Uruguay Round contained a Declaration on the Contribution of the WTO in Achieving Greater Policy Coherence in Economic Policy-Making. In the context of this Decision, the Director-General has presented periodic reports to the WTO membership, in accordance with paragraph 2 of the General Council Decision on "Agreements between the WTO, the IMF and the World Bank". The reports are intended to inform Members about the activities carried out by the WTO under its cooperation agreements with the IMF and the World Bank. Coherence in economic policy-making, however, does not stop at the WTO's relations with the World Bank and the IMF. The WTO Secretariat also continues to build on its relationships with a range

Prohibiting Consularization Requirements:
Fulfilling a Longstanding Trade Facilitation Objective
In a joint communication (TN/TF/W/104 of 10 May 2006), Uganda and the United States submitted a textual proposal proposing that "a Member shall not require a consular transaction, including any related fee or charge, in connection with the importation of any good". Joint submissions had been made earlier, proposing elements of a commitment of this nature (TN/TF/W/22 of 21 March 2005 and TN/TF/W/86 of 4 April 2006).

Introduction
This report has been prepared pursuant to paragraph 2 of the General Council Decision on "Agreements Between the WTO, the IMF and the World Bank", to inform Members about the activities carried out by the WTO under its cooperation agreements with the IMF and the World Bank.
The cooperation agreements have now been in operation for a decade. They have proved to be an effective framework for the expansion of activities, programmes and initiatives of the three institutions at staff and management level, aimed at promoting coherence in global economic policy-making. Regular cooperation with the IMF and the World Bank has expanded in all areas of WTO activity outside dispute settlement, with the aim in particular of helping to strengthen developing countries' capacity to expand their trade and to reap th

Trade Facilitation: Technical Assistance Activities of Japan
The Doha Development Agenda reconfirms that technical cooperation and capacity building are core elements of the development dimension of the multilateral trading system.
Furthermore, in paragraph 5 of the modalities for negotiations on trade facilitation, " it is recognized that the provision of technical assistance and support for capacity building is vital for developing and least-developed countries to enable them to fully participate in and benefit from the negotiations ".
In recognition of the importance of such assistance and capacity building in developing
