The following Action Plan for Harmonization of the Economic Systems of Member States of the State Union of Serbia and Montenegro for the Purpose of Preventing and Removing Obstacles to Free Movement of People, Goods, Services and Capital has been submitted with the request that it be circulated to members of the Working Party.
WTO Members wishing to submit questions on the Action Plan are invited to do so by 14 November 2003 for onward transmission by the Secretariat.

Terms of Reference:
To examine the application of the Government of the Federal Republic of Yugoslavia to accede to the World Trade Organization under Article XII and to submit to the General Council recommendations which may include a draft Protocol of Accession.

ACCESSION OF THE FEDERAL REPUBLIC OF YUGOSLAVIA
Request for Accession Pursuant to Article XII
The Director-General has received the following communication from the Government of the Federal Republic of Yugoslavia with the request that it be included on the agenda of the next General Council.

I have the honour to express the wish of the Government of the Federal Republic of Yugoslavia to be admitted to the membership of the World Trade Organization on the basis of Article XII of the Agreement Establishing the World Trade Organization.
Deeply respectful of the role of the World Trade Organization in the process of globalization of the world economy and international trade, and its importance for the development and growth of the world economy, membership in the World Trade Organization is one of the priorities of the Yugoslav Governmen
